Exempt Position POSITION SUMMARY This is an at-will, full-time exempt position responsible for municipal financial management activities in the areas of accounting, budgeting, cash management and investments, debt administration and development and maintenance of internal controls, as well as a variety of human resources functions and labor contract negotiations.
Additionally, this position serves in a supervisory capacity overseeing a part-time Finance Clerk.
Often times, work and materials handled are of a confidential nature making this position a confidential position.
Work is performed during regularly scheduled hours (Monday through Friday, 8:

) and may involve additional hours as needed, e.

The position is exempt under the Federal Fair Labor Standards Act.
ESSENTIAL DUTIES AND RESPONSIBILITIES Processes all bills for payment, prepares checks for signature and maintains files for all accounts payable, pension, investment, debt and insurance records.
Reviews invoices for accuracy, prepares payments and codes transactions per a chart of accounts.
Reviews and processes purchase orders for completeness and compliance in accordance with municipal purchasing policies and departmental budgets.
Prepares and reviews bank deposits with Township Manager and makes deposits using a digital check scanner or at times manually at a banking facility.
Reconciles and balances accounts for all Township funds.
Reviews deposit expenditure records on a monthly basis for accuracy in coding.
Completes and files all reports required by federal, state and county agencies on a timely basis.
Maintains vendor files including business verifications and credit applications, as well as W-9s.
Provides Staff assistance to the independent auditors as required.
Administers pension funds and Minimum Municipal Obligations.
Works with Department Heads for receiving and reporting grant funds.
Processes and maintains information relative to union contract negotiations, assists with preparation of contract proposals and prepares information in response to grievances, meditations and arbitrations relative to all Township bargaining units (Police, Fire and Public Works).
Establishes, maintains and updates all payroll information and personnel files.
Prepares bi-weekly payroll and all related reports, including calculations for all special pays, quarterly and year-end reports and filings, and reviews for accuracy prior to filing.
Administers and recommends updates to Personnel Manual as needed.
Processes new employees and distributes benefit information and assists current employees and retirees in all benefit related issues.
Facilitates and submits all workers' compensation and unemployment compensation claims.
Maintains attendance records, monitors paid leave and communicates records to employees.
Coordinates insurance filings, and municipal risk for claims involving municipal property, facilities and equipment.
Collaborates with the Township Manager, Department Heads, and the Board of Supervisors to plan, craft, and implement the annual budget.
Prepares and documents budget requests; administers the adopted budget in assigned areas of responsibility through the proper preparation of purchase orders.
Provides leadership and direction in the development of short and long-range plans; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates department activities with other departments and agencies as needed.
Stays current with noteworthy financial trends and legislation and advises Township Manager and Board of Supervisors accordingly.
Works with the Township Manager and Department Heads to develop and maintain a 5-year capital improvement plan.
Works with Township Staff to prepare a variety of studies, reports, and related information for decision-making purposes.
Establishes and maintains internal control procedures and assures that state and national standard accounting procedures are maintained.
At times, serves as back-up in answering office telephone, addressing visitors and directing or assisting callers and visitors, as required.
Completes various other projects as assigned by the Township Manager.
QUALIFICATIONS AND REQUIREMENTS Skills, Abilities, and Knowledge Integrity.

Considerable knowledge of office automation, computerized financial applications, public finance and financial planning, and payroll and accounts payable and receivable functions.
Proficiency with Microsoft Office applications.
Working knowledge of budgeting, accounting, and reporting systems, and GAAFR, GAAP and GASB.
Ability to maintain efficient and effective financial systems and procedures.
Ability to communicate clearly and effectively, orally and in writing in the English language.
Ability to plan, organize and complete assigned tasks in a timely fashion.
Ability to work without direct supervision and to exercise judgment, initiative, and discretion to make decisions.

Experience and Training Graduation from an accredited four-year college or university with a bachelor's degree in accounting, finance, business administration, public administration, or related field.
CPA highly desired.
Five years of progressively responsible experience in the public accounting.
Must demonstrate proficiency in Quickbooks and Microsoft Office Suite applications, including Word, Excel, Outlook, etc.
Or any acceptable combination of experience and training.
TOOLS AND EQUIPMENT Personal computer, Microsoft Office 365, telephone, copier, calculator, check scanner and other basic office equipment.
LICENSE REQUIREMENTS Valid driver's license.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
